[NEWS] Dong Xiaohui Conducted the Research on the MCC Singapore and RWS Waterfront Lifestyle Development Project

On March 13th and 14th, Dong Xiaohui, General Manager of MCC Central Research Institute of Building and Construction (CRIBC) and the Top Management of CRIBC conducted the on-site inspections on the MCC Singapore and the Resorts World Sentosa Waterfront Lifestyle Development project. They received a detailed report from Tan Zhiyong, CEO of MCC Singapore, covering the company’s overall profile, project achievements, market strategy, key business performance indicators over the years, and future development plans.Dong Xiaohui and the Top Management first came to the Resorts World Sentosa Waterfront Lifestyle Development project. Through the on-site inspection and the special report, they comprehensively knew about the project approvals, planning and design, construction progress, and key challenges. Following a dedicated report on project implementation progress, Dong Xiaohui outlined five key requirements for project execution:First, Enhancing Quality and Efficiency with Clear Incentives and Penalties –The project team should decrease the management hierarchy, reduce the management chain, and enhance decision-making efficiency.Second, Strengthening Team Development –Recruitment and staffing should follow a principle of selecting the best candidates to ensure alignment between personnel capabilities and job requirements. The institute will also allocate top talents to support project construction.Third, Prioritizing BIM Development – BIM beforehand plays a vital role in the implementation of the project. It is important to select professional team to effectively carry out the BlM development and integrate the BlM achievements into project planning and construction processes. Fourth, Ensuring Timely Project Delivery Through Comprehensive Measures –Adequate preparation should be made in terms of manpower, equipment, and plans. Construction should be accelerated while ensuring safety. At the same time, the pressure and responsibility of the time limit of the project should be effectively delivered to subcontractors and suppliers.Fifth, Targeted Solutions for Key Challenges – Regarding the project funding, the project team should fully negotiate with the proprietor of the project to compress the payment cycle. In response to the difficulties and slowness of approval, the project team should arrange the special staff and team to take charge of the specific approval.As part of the visit, the delegation also conducted on-site inspections at MCC Innocentre, and the newly opened Mandai Rainforest Park North Zone—the world’s first eco-tourism EPC project integrating wildlife and entertainment. They visited Resorts World Sentosa with the aim of deepening cooperation and promoting development, deeply exchanging views on jointly promoting the major project under construction. Consequently, the visit further strengthened the strategic partnership of both sides and wrote a new chapter for high-quality and win-win development.The delegation was accompanied by Xiao Zhiguang, Chief Accountant of the CRIBC, Wang Jianzhong, Director of the CRIBC Operation Management Department, and Lei Ming from the CRIBC Overseas Business Department.3月13日至14日，中冶建研院总经理、党委副书记董晓辉一行赴新加坡事业部及圣淘沙滨海区域酒店扩建项目等地进行实地考察，听取新加坡事业部首席执行官谭志勇关于公司的基本情况、项目业绩、市场营销、历年主要经营指标和未来发展规划的工作汇报。董晓辉一行首先来到圣淘沙滨海区域酒店扩建项目，通过实地踏勘、专题汇报等方式，全面掌握项目报批、规划设计、工程进度和项目重难点等情况。在听取项目实施进展的专项汇报后，董晓辉就项目实施工作提出五点要求：一是要提质增效、奖罚分明。项目部要压缩管理层级，减少管理链条，提升决策效率。二是要重视团队建设。项目选人用人要优中选优，确保员工能力与岗位要求适配，总院也将调集优秀人才支持项目建设。三是要高度重视BIM开发工作。BIM先行对于项目进展至关重要，要优选专业团队切实做好BIM开发工作，并将BIM成果融入项目规划和建设工作中。四是要多措并举、保证工期。要在人力、设备和方案等方面做好充足的准备，在保障安全的前提下加紧施工，同时应将工期压力和责任切实传导到分包和供应商。五是要专项突破解决项目重难点。针对项目资金问题，项目部要与业主充分协商以压缩付款周期，针对报批难、报批慢的问题，项目部要安排专人、专班负责具体的报批工作。根据安排，董晓辉一行还实地考察了综合性创新科技中心及钢结构基地中冶创新中心及已开园运营的世界首个生态型集合动、植物与娱乐的文旅EPC项目新加坡万礼热带雨林公园北园；专程拜访了圣淘沙名胜世界，旨在加深合作共促发展，就共同推动重点在施项目方面进行深入交流，进一步加强了双方的战略合作伙伴关系，为高质量共赢发展谱写新篇章。总院党委委员、总会计师肖志光，运营管理部部长王建中、海外业务部雷鸣陪同考察。
